Indirect Cost Recovery: Campus Feedback Requested

The national landscape for indirect cost recovery is shifting rapidly. Several federal agencies have proposed significant changes to Indirect Cost Recovery / Facilities & Administrative (ICR/F&A) recovery models, changes that could result in tens of millions of dollars annually in lost indirect cost recovery at institutions like ours. 

At the same time, our research enterprise continues to grow in scale, while compliance and infrastructure needs also continue to grow. To sustain this momentum and protect the foundation of our research funding model, we are acting proactively. 

Introducing the Indirect Cost Recovery Sustainability Committee (ICRSC) 

The ICRSC has been charged with developing a sustainable, data-informed, and transparent framework for how research indirect costs are recovered, distributed, and reinvested across the University. 

This work directly supports our shared research vision: to advance discovery, strengthen infrastructure, and ensure research at Utah remains compliant, competitive, and positioned for long-term impact.

What the ICRSC Is Doing Now 

The committee’s initial phase includes a baseline assessment, data gathering, and benchmarking against other institutions. As part of our Communication & Engagement Plan, we will invite input from colleges, departments, centers, and research teams as recommendations take shape.

We are launching a campus-wide feedback channel to collect: 

  • Questions or concerns 
  • Ideas or existing best practices 
  • Suggestions related to cost recovery, distribution, or research infrastructure needs

All submissions will be reviewed as the committee develops its recommendations. This is a moment for shared understanding, collaboration, and future planning.
