and to provide oversight on issues of federal, state and university
compliance, laws and regulations |

| Animal welfare:
|
- Verifies IACUC review and approval as per University
policy
- Provides assurances of compliance with agency requirements
and University policy regarding use and welfare of animals
|

| Biosafety/recombinant
DNA: |
- Verifies review and approval of compliance with biosafety,
recombinant DNA and Environmental Health and Safety requirements
as per University policy
- Provides assurances for all proposals requiring safety
approval(s) and compliance with agency, and University policy
regarding use of rDNA
|

| Conflict of interest:
|
- Coordinates Conflict of Interest disclosures for all projects
as per University policy
- The Director serves as the University of Utah Designated
Official (DO), responsible for reviewing all financial disclosures
and reporting any apparent conflicts to the Conflict of
Interest Committee
- Director serves on the Conflict of Interest committee
- Director reports actions on disclosed conflicts of interest
to sponsors, as necessary
- DO forwards reports of violations to Conflict of Interest
committee and sponsoring agency (as necessary)

| Data and safety monitoring:

| Education and training:
|
- Advocates and acts as steward for the policies, procedures
and guidelines for the University and the sponsoring agency
- Develops training for University staff and faculty regarding
policies, compliance issues, procedures, proposal improvement
and agency specific issues
- Maintains a web page to assist Principal Investigators
with proposal preparation and award management
- Assists Principal Investigator with procedural management
of active research projects (pre award, financial, prior
approvals, reporting, and regulatory compliance issues)

| Environmental health
and safety:
|
- Coordinates with the Department of Environmental Health
and Safety regarding specific institutional compliance programs
for specific projects prior to proposal submission
- Documents agency guidelines and Principal Investigator/University
compliance

| Financial management
of research: |
- Shares with Governmental Accounting the formulation, implementation
and interpretation of policies regarding allowable costs
- Completes Project Information Sheet for project set up
and forwards to Research Accounting for chartfield assignment
- Assists Principal Investigator with procedural management
of active research projects (pre award, financial, prior
approvals, reporting, and regulatory compliance issues

| Human gene transfer:
|
- Verifies rDNA/Biosafety Committee review and approval
as per agency requirements and University policies
- Provides assurances of compliance with agency requirements
and University policies regarding human gene transfer

| Human subjects:
|
- Verifies IRB review and approval as per University policy
- Provides assurances of compliance with agency requirements
for all projects requiring IRB approval
|
| |
| Human tissue samples:
|
- Verifies necessary review and approval as per University
policy
- Assures appropriate project language regarding use and
ownership of human tissue samples as per University policy
- Coordinates Principal Investigator with IRB as necessary

| Patents and inventions:
|
- Assures appropriate project language and awards terms
regarding patents and inventions as per University policy
- Coordinates Principal Investigator with TTO as required
- Alerts TTO when requests for variances on intellectual
property rights are made

| Radiation safety:
|
- Verifies Radiological Health Department review and approval
as per University policy and agency requirements
|
| |
| Sponsored projects
administration: |
- Advocates and acts as steward for the policies, procedures
and guidelines regarding sponsored projects for the University
and the funding agency
- Serves as a resource and advisor to Principal Investigators
and University staff regarding Federal, state and local
government, and funding agencies' rules, regulations and
procedures
- Reviews all proposals prior to submission for accuracy,
correctness and legal sufficiency, considering agency requirements
and University policy
- Monitors subrecipients
- Prepares and maintains a pre-award and non-fiscal post
award file for proper contract administration
- Liaison to University departments, work units and organizations,
and sponsors to ensure appropriate, accurate and timely
contract administration
- Verifies review and approval to Federal and University
institutional compliance issues such as animal and human
subjects compliance, biosafety and recombinant DNA
- Maintains a sponsored project database for proposals,
awards and other relevant information to provide University
administration, colleges, departments and others with management
information
